Two conditions, not one
A summary requires both the right to read the document and the ability to obtain it. The two fail for different reasons, and confusing them would suggest a legal obstacle where there is none: the Federal Reserve's public domain is total — it is its page that does not serve its text.
What the check refuses
A model-produced summary is checked before storage, never corrected. Refused: any wording that advises instead of reporting, any quantity stated for the future, and any letter grade. A refused summary is not rewritten — the article keeps its title and its link.
Collection rhythm
Feeds are re-read every fifteen minutes, in series and with a declared user agent. No document body is kept: it passes through processing, serves to produce a summary, then disappears.
